Question : Question How does the time involved in a request to use refurbished parts on a service call affect the time allotted to respond to a call without being penalized? There was no answer to how the process would work to get approval and how that would affect the time involved in responding to a service call, as an example if you cannot get a hold of the approver from ITS for an hour or two, does that extend the time you have to respond to a service call?  
Answer : Answer PROCEDURE FOR FLAT-RATE SERVICE CALLS 1. When issuing a Service Call, the contractor must provide a reference number. The time for determining compliance with response time requirements of the bid will begin when the Service Call is issued to the contractor. ITS/ISS support staff are available via phone/fax and email. The Help Desk is constantly monitored. When issues arise, ITS/ISS should be contacted immediately and they will give the contractor directions on how to proceed. This will be recorded as part of the call log.

Question : Question While M-DCPS has responded in the previous Q&A that they will not entertain modifications to the terms and conditions, however M-DCPS did indicate in the Pre-Bid conference hearings that they would consider additional terms that are not addressed in the bid. We have noted that the bid does not include many terms and conditions that are standard in telecommunications contracts, including but not limited to terms such as software licensing, intellectual property indemnity, and a warranty provision. Would M-DCPS be willing to negotiate the inclusion of similar terms to be included in the final contract? While MDCPS was gracious enough to try and cover exposure on software, the questions reads that there are a number of additional terms not covered in the bid, and we would like the opportunity to negotiate the inclusion in a SOW for the purchase of new systems. We are not attempting to modify any terms and conditions in the current RFP, we are requesting the ability to supplement the terms and conditions contained in the RFP with mutually agreeable terms and conditions as may be required for the purchase and installation of new systems, features and adjuncts  
Answer : Answer This is a term bid and additional negotiations will not take place after award. New systems will be quoted to awarded vendors as per the Scope of Work document provided at time of walk-through. Each unique project may have specific requirements with respect to warranty, features, installation expectations etc., and these will be incorporated into the SOW.

Question : In my bid response I have the bid in its entirety in the front section and my as addendums have come out I have substituted the addendum page and the bidder qualification page. Am I obligated to change any other sections that may have been rewritten? They do not have revision on the bottom so I have assumed I do not have to swap out pages.  
Answer : Include BOTH the Bidders qualification page and the addendum acknowledgements. The revised pages should be substituted into the appropriate section of the bid as indicated on the addendums.
